Stochastic optimization model for ship inspection planning under uncertainty in maritime transportation

<abstract><p>Maritime transportation plays a significant role in international trade and global supply chains. Ship navigation safety is the foundation of operating maritime business smoothly. Recently, more attention has been paid to marine environmental protection. To enhance reduce pollution environment, various regulations conventions are proposed by organizations local governments. One most efficient ways ensuring that related requirements complied with ships ship inspection port state control (PSC). In procedure inspection, critical issue for how select higher risk optimally allocate limited resources these ships. this study, we adopt prediction optimization approaches address above issues. We first predict number deficiencies based on k nearest neighbor (kNN) model. Then, propose three models which aim trade-off between reward detected human resource cost inspection. Specifically, follow predict-then-optimize framework develop deterministic also establish two stochastic where distribution deficiency estimated predictive prescription method prescriptive analysis method, respectively. Furthermore, conduct case study using data at Hong Kong compare performances models, from conclude model effective problem.</p></abstract>
